City consultants hand over new doctors surgery

Exeter Cost Consultants, Haldons Ltd, handed-over a new purpose built, three-storey Doctors Surgery with a construction value of around £1.4m.  

The new 826 sq. metres, purpose-built, state-of-the-art surgery located in Plymouth which meets the NHS’ latest clinical guidelines, was built by Design & Build contractor Dawnus Construction Holdings Limited of Topsham. 

The new St Neots Surgery was provided by developer Bay Hill Investments Ltd supported by Chartered Surveyor Banks Long & Co.  Other consultants in the team included Mitchell Architects and Ward Williams Associates of Plymouth and Case Consultants from Torquay. 

Haldons with offices in Exeter, Torquay and Bristol, provide a wide range of professional services in many sectors across the South West region and throughout the UK as a whole. Mark Coton Director of Haldons, provided the initial support during early negotiations with Principal Surveyor, David Pollock, providing the monitoring of the construction phase and project management during the 44 week construction programme. 

David Pollock, Principal Surveyor – Haldons Ltd said: “I acted on behalf of St Neots surgery; the building’s tenant and future occupier.  We provided a bespoke ‘monitoring surveyor’ role that safeguarded the surgery’s position during early developer negotiations and project progression through to successful completion – in effect ensuring a building fit for the surgery's purpose. Haldons also provided project management support to the surgery for tenant’s works and compliance arrangements, ensuring safe occupation.”

St Neots Surgery comprises a three-storey building.  Internally the property contains a reception area, two patient waiting areas, ten GP consulting rooms, two nurse treatment rooms, three healthcare assistant rooms, clinical notes store and ancillary areas that includes wheelchair accessible toilets and corridors. In addition to being fully accessible to disabled staff and patients the new surgery also boosts its environmental credentials with a high level of insulation, double glazed doors and windows and photo-voltaic panels at roof level that will produce electricity for use during surgery hours.

Richard Skinner, Site Manager of Dawnus Construction said: “The original site had a garage and the hand-over was the completion of the remaining phase.  It was quite a complex project as it was a corner site and logistically challenging.  As an experienced Design and Build Contractor, we have extensive experience in this type of work and it was a very successful conclusion. We are very pleased to be part of this worthy project and wish the Doctors well with the new surgery.”


Dr Ben Tutty, lead GP and partner of St. Neots Surgery comments:  “The Doctors have moved from Wolseley Road, just a stone’s throw away from the new site.  We are extremely happy with the new purpose-built surgery and its opening marks a new chapter, which we hope will allow us to improve clinical services to our patients and the public. The build proved very successful and was a real team effort provided by Bayhill Investments Ltd, Banks Long, Mitchell Architects and main contractor Dawnus Construction Holdings.  We were also very pleased with Haldons Ltd., as our advisors who provided an excellent service that exceeded our expectations”.
