It has become a long-term lifestyle choice for working families, remote professionals, and early retirees looking for a different daily rhythm.

Across Lisbon, the Algarve, the Silver Coast and Madeira, new communities are forming that feel increasingly international while still connected to Portuguese culture. What stands out is not just climate or coastline, but how everyday life feels more...

BRUSSELS (AP) — The Issue: Europe's leaders will gather in Brussels on Thursday to decide on how much the European Union, the political and economic partnership between 27 of the region's countries, will spend in the next seven years.

Compared to the size of the governments of its member states, the EU is very small. Yet it wields broad power, and that's why this week's fight over its spending is important.

The current budget proposal from the European Union's executive arm, the Commission, calls for a €1.03 trillion ($1.31 trillion) spending ceiling for 2014-2020. This...

Church of England says no to female bishops

The Church of England's governing body on Tuesday narrowly blocked a move to permit women to serve as bishops, leaving the church facing more years of contentious debate.

Following a day-long debate, opponents mustered enough support to deny the necessary two-thirds majority among lay members of the General Synod.

The defeat was a setback for Archbishop of Canterbury Rowan Williams, who retires at the end of December, and his successor, Bishop Justin Welby. Both had strongly endorsed a proposed compromise that they had hoped would end decades of debate....

BRUSSELS (AP) — Goodbye Britain? For the European Union, a once-unthinkable question is looking more like a real possibility with each new grinding week of economic crisis. The reason is that bad times are forcing the 17 EU nations that use the euro currency to move ever closer toward some kind of United States of Europe — one that could make decisions about how much member countries spend and how much tax they collect.

If ever Britain had a nightmare, that's it.

The British public shows no interest in moving closer to the rest of Europe, and most can't even seem to stomach...

One teenager made offensive comments about a murdered child on Twitter. Another young man wrote on Facebook that British soldiers should "go to hell." A third posted a picture of a burning paper poppy, symbol of remembrance of war dead.

All were arrested, two convicted, and one jailed — and they're not the only ones. In Britain, hundreds of people are prosecuted each year for posts, tweets, texts and emails deemed menacing, indecent, offensive or obscene, and the number is growing as our online lives expand.

Lawyers say the mounting tally shows the problems of a legal...
