This is someone else who agrees to assume the debt if you fail to pay it back. In other words, the cosigner is subject to the same terms and conditions as you. 

By getting a trustworthy cosigner onboard you can ease the discomfort of lenders to give you a loan. However, make sure you choose your cosigner wisely.
