Final section of Tithebarn Link Road scheme approved

Construction of the final phase of a vital scheme to improve transport links between the Exeter and East Devon Growth Point and the city has today (Friday 10 February) been approved by Devon County Council’s Cabinet.

Councillors backed the £5.2 million scheme for the remaining section of the Tithebarn Link Road as well as the development of a new pedestrian and cycle bridge over the M5.

The completed road will provide an alternative route for traffic travelling between Exeter and the developments of Cranbrook, Skypark and Exeter Science Park.

The scheme is being predominantly funded with £4 million from Highways England’s Growth and Housing Fund, and developer contributions.

Councillor Andrew Leadbetter, Devon County Council Cabinet member for Economy and Growth, said: “The Tithebarn Link Road will unlock development of a series of sites in the East of Exeter area including Tithebarn Green/Mosshayne, the continued expansion of Cranbrook as well as new employment sites at Skypark and Science Park. It will relieve traffic impacts at Junction 29 of the M5 and improve resilience on our road network. Walking and cycling links between the city and East of Exeter will also be enhanced and it will serve as a bus route connecting Cranbrook and the city centre. We are very grateful for the help and cooperation of Highways England in contributing to funding the scheme.”

Once the road is complete, Blackhorse Lane, west of the last house, will be accessed by pedestrians and cyclists only in order to support sustainable transport links.

The Tithebarn Link Road is the latest in a series of infrastructure improvements to the East of Exeter in recent years, following the development of Cranbrook rail station, Clyst Honiton bypass and improvements to Junction 29 of the M5. The first phase of the Tithebarn Link Road, between Cumberland Way and Anning Drive opened in 2015.
